: Opening Speech by MOS Gan Siow Huang at the Asia Clean Energy Summit
On 28 October 2025, Ms Gan Siow Huang, Minister of State for Trade and Industry, and Foreign Affairs, delivered the opening speech at the Asia Clean Energy Summit. She shared that governments must create a facilitative and conducive environment for companies to pursue decarbonisation pathways and accelerate our push towards net-zero.
To strengthen trust and promote credible participation in the voluntary carbon market, she announced several new initiatives supported by the Singapore government – including (a) the publication of voluntary carbon market guidance on how companies can use carbon credits as part of their decarbonisation plans; (b) ongoing discussions by Enterprise Singapore with leading corporates in Asia to set up an industry-led buyers’ coalition to aggregate demand for high-quality carbon credits; and (c) the introduction of a new Financial Sector Carbon Market Development Grant to support financial institutions’ participation in carbon markets.
