About this programme
The Call for Projects on Sustainable Cities is administered by Enterprise Singapore and four other funding agencies – Austrian Research Promotion Agency (FFG), Business Finland, Israel Innovation Authority (IIA), and Vinnova.
The programme aims to accelerate development and scale-up of innovative technologies, processes and services for carbon-neutral cities through launch of a grant call for joint Research, Development, and Innovation (R&D&I) projects concerning cutting-edge solutions for sustainable cities.
Singapore companies keen to embark on joint innovation projects with companies in Austria, Finland, Israel, and Sweden can now receive support by participating in the Call for Projects on Sustainable Cities.

Austrian Research Promotion Agency (FFG)
FFG was established in 2004 and is the national funding agency for industrial research and development in Austria. It advises brilliant minds and creates financial leeway for innovation. It builds networks across borders, fostering not only the development of organisations but also the people behind them.
Business Finland
Business Finland is Finland’s official organisation for innovation funding and trade, investment, travel promotion and talent attraction. It helps business develop, collaborate, and innovate to create solutions for the future and become bold reformers in one of the world’s most exciting business ecosystems – and beyond.
Israel Innovation Authority (IIA)
IIA is responsible for Israel’s innovation policy, and is an independent and impartial statutory public entity with a mission to invest in innovation in order to promote sustainable and inclusive growth. IIA thus functions as an enabler with all things related to the Israeli innovation system.
Vinnova
Vinnova is Sweden’s innovation agency under the Ministry of Climate and Enterprise. Its mission is to strengthen Sweden’s innovative capacity to contribute to sustainable growth through stimulating collaborations where knowledge and expertise from different sources can meet to learn from each other.
Eligibility
The project consortium must involve at least one company from Singapore and one company from one of the four other countries. Both companies should be independent from each other. Each project partner should contribute no more than 70% of the total project contribution.

How to apply
Applications for the Call for Projects on Sustainable Cities are open from 1 September 2025, 1600hrs (SGT, GMT+8) to 23 January 2026, 0659hrs (SGT, GMT+8).
To submit an application, both Singapore companies and their foreign partner(s) have to submit a joint application through the Eureka application portal.
Singapore companies will have to complete the following procedures:
- Visit the Business Grants Portal website
- Search for "EDG (Co-Innovation Programme)" and apply under "Earth Innovation Alliance Co-Innovation Grant Call"
- Complete the application form and submit accordingly. Please ensure you have selected the correct CIP Programme in your application.
Prepare the following documents/information for submission:
- Project proposal information (refer to this template for required details)
- Latest ACRA business profile (retrieved within six months from application date)
- Applicant’s latest and previous two years audited financial statements (Company and Group level), or official management account
- Relevant key quotations (e.g. equipment and software, materials and consumables, professional services)
For reference, the fields to be completed on the Business Grants Portal are outlined in the sample template here.
Singapore applicants must apply by 23 January 2026, 0659hrs (SGT, GMT+8) via the Business Grants Portal and the Eureka application portal, to be considered for funding.
Concurrently, companies from the four other countries (Austria, Finland, Israel and Sweden) will have to adhere to the additional application requirements outlined by their respective countries’ funding agencies.
Both agency-specific submissions and Eureka applications must be completed for the application to be considered complete.
