About this programme

EnterpriseSG is able to support any project submitted through the Eureka Clusters Instrument.

Through this initiative, Singapore companies will have the opportunity to work with more than 200 MNCs and corporates. This includes accessing partners across European MNCs, government agencies, research institutes, SMEs and universities from close to 40 participating countries.

There are five key Eureka Clusters:

  • ITEA4 – Software Innovation
  • Celtic-Next – Next-generation Communications (ICT)
  • Xecs – Electronics Components and Systems
  • Eurogia2030 – Low-carbon Technology
  • SMART – Advanced Manufacturing and Production

Occasionally, Eureka may also organise cross-Cluster calls focusing on specific themes, such as AI (2020-2021) or Sustainability (2021-2022). Similarly, EnterpriseSG can support these calls.

*PO Days are physical matchmaking sessions that are organised to assist interested entities in preparing proposals, fostering new ideas, and forming consortiums. Interested applicants that are unable to attend the PO Day in person may leverage the respective clusters’ online brokerage tool to find relevant partners instead.

About Eureka

Eureka is the world’s largest intergovernmental network of countries supporting international research, development, and innovation. The network of ministries and funding agencies, spanning 47 countries, provides companies of all sizes, universities, and research institutes with access to funding, business acceleration tools, and expert advice. This is aimed at stimulating innovation excellence and boosting economic growth, job creation, and competitiveness.

Founded in 1985 by 18 countries and the European Commission to enhance European competitiveness and productivity, Eureka has since grown beyond these geographic borders. It allows ministries and funding agencies worldwide to unite in addressing shared global challenges. To date, Eureka has supported thousands of projects, mobilising tens of billions of euros of public-private investment. These projects result in commercialised products, processes, and services that generate societal benefits and enrich lives in areas such as healthcare, sustainability, energy, and the green and digital transition.


Eligibility

Singapore companies must partner at least one entity from one of the other 15 participating countries. Companies are encouraged to collaborate with a mix of large companies, research organisations, and SMEs. No partner should be responsible for more than 70% of the project budget.

The consortium must cooperate on a new product, process, or solution with a civilian purpose that can be rapidly commercialised in global markets.

The Singapore company must meet all of the following criteria to qualify for funding:

    Business entity registered and operating in Singapore
  • Check
    Company has at least 30% local equity held directly or indirectly by Singaporean(s) and/or Singapore PR(s), determined by the ultimate individual ownership
  • Check
    Company is financially ready to start and complete the project
  • Check
    Meet all the criteria of the Enterprise Development Grant (EDG)
