Introduction

The First Mover Framework (FMF) aims to facilitate a pro-enterprise environment by providing entrepreneurs with groundbreaking, innovative business ideas a head start with the use of public land/spaces. Successful applicants will be awarded a direct allocation of state land or public spaces to test their product or service within market conditions.


Do I qualify for FMF?  

FMF will be applicable for proposals that demonstrate:

  1. Originality
    Your idea has not been suggested or implemented in Singapore before.

  2. Distinct business model
    If similar solutions exist, yours operates in a substantially different mode, form or business model.

  3. Economic impact
    Your proposal supports productivity and targets an area with clear economic growth potential.

  4. Agency consideration
    The idea has not been piloted or tested by the relevant agency in the last 12 months.



Checklist for FMF application

When applying for FMF, ensure your application includes:

  • Locations (1-3 sites)
    Cite up to three sites that support your testbed, naming the asset-owning agency and rationale for each.

  • Tenure or occupancy duration
    Specify the ideal length of tenure or occupancy (e.g., data collection period, ROI expectations) and why it is needed.

  • Site requirements
    Describe any specific site needs; if your chosen spaces are unavailable, this helps agencies propose suitable alternatives.
