About Pro-Enterprise Panel
The Pro-Enterprise Panel (PEP) is a private-public panel chaired by Head, Civil Service. The PEP comprises business leaders and senior public officers who are passionate about fostering a stronger pro-enterprise environment in Singapore.
It discusses regulatory issues and provides objective perspectives and thought leadership about the Government’s pro-enterprise efforts, particularly those related to regulations.
Businesses may also wish to tap on three regulatory toolkits:
- First Mover Framework (FMF)
- New Idea Scheme (NIS)
- Green Economy Regulatory Initiative (GERI)
Jointly organised with the Singapore Business Federation (SBF), the PEP-SBF Awards recognise excellence in public-private collaboration for pro-enterprise regulatory environment.

How long does it take to complete an assessment for support under First Mover Framework (FMF), and New Idea Scheme (NIS), and Green Economy Regulatory Initiative (GERI)?
Assessment periods vary depending on the complexity of your proposal. Some assessments may involve multiple agencies. The PEP Secretariat or relevant agency will respond within 15 working days with our preliminary assessment or let you know if we need more time.

Will my proposal be kept confidential?
PEP respects the sensitivity of ideas and Intellectual Property. All information submitted to the PEP will be handled with the strictest confidentiality. Relevant public officers will abide by a code of non-disclosure until the official launch of your proposal or new idea.

If I am a foreign business looking to expand my operations in Singapore or introduce a new concept in Singapore, can I consult the PEP on Singapore’s regulatory environment?
The PEP welcomes proposals from all businesses if you intend to do business in Singapore. We highly encourage you to do research of prevailing regulations that may be applicable to your product/service.
