Unified e-Payment Solution Available in 22 Coffee Shops, 10 Hawker Centres & 12 Industrial Canteens Nationwide

E-payment initiative for small food businesses is on track to meet its two-year target1

  1. In September 2018, Enterprise Singapore, together with the Housing and Development Board (HDB), National Environment Agency (NEA) and JTC Corporation (JTC), appointed NETS as the master acquirer to on-board small food establishments to a unified e-payment initiative. These are businesses operating at coffee shops, hawker centres and industrial canteens located at the premises of HDB, NEA and JTC respectively.

To date, 22 coffee shops, 10 hawker centres and 12 industrial canteens2 have adopted the solution which unifies a total of 23 payment schemes3 (across transport cards, mobile payment applications and credit cards) – Active Wallet, Alipay, American Express, Concession cards, Dash, DBS PayLah!, EZ-Link, GrabPay, LifeUp Pay, Liquid Pay, Mastercard, NETS4, NETS FlashPay, NETS Pay, OCBC Pay Anyone, SLIDE by iAPPS, SC Mobile by Standard Chartered Bank, UnionPay, UOB Mighty, VIA, Visa and WeChat Pay – under one point-of-sales terminal and a single SGQR label. Between the pilot deployment of the unified e-payment solution in December 2018 and end-May 2019, the total value of e-transactions per stall has grown at an average of 40% every month, with the number of transactions increasing by nearly 30% per month. On average, each e-transaction value is around S$6.00.

Ted Tan, Deputy Chief Executive Officer, Enterprise Singapore said, “Adoption of e-payment is a first step towards the digital transformation of small food businesses in our heartlands and industrial estates. The availability of e-payment is meant to complement cash transactions by providing consumers with the option to choose from a range of widely-used payment schemes. In the last six months, we have seen more consumers using e-payment for their transactions. This is indeed encouraging and we are expanding it to include schemes that weren’t part of the earlier announcement, like Diners Club and Razer Pay, by this October. With this initiative, consumers will now be able to e-pay more conveniently and securely. We look forward to having more stalls, merchants and schemes be part of the e-payment initiative in the months ahead.”

Jeffrey Goh, Chief Executive Officer, NETS Group said, “NETS is pleased to support the joint public-private initiative to enable e-payment at hawker centres, coffee shops and industrial canteens. We are pleased to leverage over 30 years of payment and merchants’ experience to enable a simple “One tap – One scan” for consumers and “One notification – One settlement” for merchants. In addition, NETS has enabled same day settlement for most transactions in order for hawkers to receive payment promptly. It is encouraging to see many small food businesses adopting the unified e-payment solution, and we hope that one-to-one training and support will allay their queries and concerns for successful adoption.”

  7. Re-cap on the unified e-payment initiative

The unified e-payment model is interoperable, making available multiple payment options at one time, addressing the issue of limited food stall frontage space and facilitating the consolidation of transaction receipts. Through aggregation, businesses benefit from a lower merchant discount rate5 that is feasible for their cost structure and operations. The hassle of maintaining a daily cash float is also minimised. One-to-one training and support, both on-site (i.e. physical ambassadors) and off-site (i.e. call centres), are provided. All these lower the merchants’ e-payment adoption hurdles.

  9. NETS will be running location-based advertisements and managing the campaign website to educate and drive customer acceptance of e-payment. To further encourage greater use of e-payment, participating payment schemes may also introduce promotional incentives such as redeemable credits and cashback to consumers.

The government hopes that the unified e-payment initiative will generate sufficient scale and widespread use of e-payment at small food businesses located in the traditional eating establishments of coffee shops, hawker centres and industrial canteens, and encourage merchants and consumers to embrace technology. This is also part of the government’s efforts to rejuvenate Singapore’s heartlands and in line with our Smart Nation push to improve Singaporeans’ lives with technology.
