  • What is the Business Adaptation Grant (BizAdapt)?

    The Business Adaptation Grant helps Singapore enterprises adapt their business operations and strengthen supply chain resilience through advisory support (via pre-approved vendors) and reconfiguration support. The grant supports: enterprises who export to and/or have operations in overseas and are impacted by tariff measures to engage in advisory for:

    1. Free Trade Agreements (FTA) and trade compliance,
    2. Legal and contractual matters, and
    3. Supply chain optimisation and/or market diversification

    Enterprises with manufacturing operations overseas or locally can also receive support for:

    1. Reconfiguration costs, relating only to logistics and inventory holding costs (no pre-approved vendors required, companies may select a vendor of their choice).
  • What are the supportable items under BizAdapt?

    BizAdapt supports four broad activities. Examples of project scopes (non-exhaustive) under each activity are as follows:

    1. FTA and Trade Compliance (previously supported under the Market Readiness Assistance grant)
      • In-depth assessment to identify opportunities available in Free Trade Agreements (FTAs)
      • Trade compliance assessment
      • Customs compliance processes (including export controls & sanctions, applications for customs ruling)
      • Setting up internal system or standard operating procedure (SOP) to ensure trade compliance and FTA documentation
    2. Legal and Contractual Matters
      • Contract-related work: review and redraft contract clauses, identify risks in contractual obligations, support renegotiations that may be cross-border
      • Disputes-related work: advise on dispute resolution strategies, execute dispute resolution strategies such as mediation and arbitration that may be cross-border
    3. Supply Chain Optimisation and/or Market Diversification
      • Impact assessment & diagnostics, which can include but are not limited to:
        • Financial impact assessment of tariffs
        • Financial modelling and risk assessment
        • Ability to expand to new markets
        • Sector-specific market opportunities and challenges
      • Planning & implementation of supply chain optimisation or market diversification strategies, which can include but not limited to:
        • Development of risk response plans
        • Development of supply chain diversification and market entry strategies for selected target markets
        • Identification of partners and clients in new markets
    4. Reconfiguration
      • Logistics, e.g. freight charges, handling, custom clearance fees
      • Inventory holding, e.g., warehouse rental, inventory management systems

    Companies that wish to receive advisory support under activities 1, 2 and 3 must do so through one of the whitelisted partners listed on EnterpriseSG’s website. For activity 4, companies may select a vendor of choice (where relevant) to perform the required reconfiguration.

  • What is the eligibility criteria for BizAdapt?
    • Business entity that is registered/incorporated in Singapore
    • At least 30% local shareholding
    • For activity 1: Export to and/or have operations in overseas markets
    • For activities 2 and 3: Export to and/or have operations in overseas markets, and was impacted by tariffs
    • For activity 4*:
      • Export to and/or have operations in overseas markets, and was impacted by tariffs; and
      • Have local or overseas manufacturing operations requiring reconfiguration support
    • Additional requirements for Reconfiguration Support:
      • *Companies may apply directly on the Business Grants Portal (BGP) if they meet either scenario below. Companies that do not meet these criteria are strongly encouraged to engage the Centre for the Future of Trade and Investment at CFOTI@sbf.org.sg for clarifications before submitting their application.
        • (1) Company exports directly to the United States from Singapore or from company-owned manufacturing facilities overseas (at least 51% owned); or
        • (2) Company exports to an intermediary in a market that is impacted by the tariffs, which then exports to the United States

    Companies who do not meet or are unsure about meeting the whitelisted scenarios are strongly encouraged to engage the Centre for the Future of Trade and Investment (CFOTI) to clarify before submitting their BizAdapt grant application. To contact CFOTI, please reach out at CFOTI@sbf.org.sg.

  • What is the duration and grant cap of BizAdapt?

    BizAdapt is a time-limited scheme operating over 2 years from 7 October 2025 to 6 October 2027. EnterpriseSG will only accept grant applications until 6 October 2027.

    Each eligible company is subject to an overall grant cap of S$100,000 over the 2-year period, with co-funding support of up to 50% for SMEs and up to 30% for non-SMEs.

  • What if my company’s situation does not fall under the whitelisted scenarios for Reconfiguration?

    If companies do not meet the whitelisted scenarios or are unsure whether they meet the whitelisted scenarios, they are strongly encouraged to engage the Centre for the Future of Trade and Investment (CFOTI) for a project consultation prior to submitting their grant application.   • Will FTA & Trade Compliance advisory continue to receive support under Market Readiness Assistance (MRA) Grant following the launch of BizAdapt?

    From 7 October 2025, all FTA and Trade Compliance Advisory applications will be supported under the Business Adaptation Grant for the entire duration of the programme's availability.

    The MRA grant will continue to be available to enterprises who want to expand into new markets overseas. All existing supportable activities under MRA, except for FTA & Trade Compliance, will continue to be available for enterprises to tap on under MRA.

  • Will companies be able to engage vendors outside of the whitelisted partners to apply for the grant?

    Companies must engage one of EnterpriseSG’s whitelisted partners for activities 1, 2 and 3 to access BizAdapt support.

    For activity 4 (reconfiguration), companies may engage a vendor of their choice where relevant.

  • Is BizAdapt only available to companies who are directly impacted by the US tariffs or with direct export activities to / operational presence in the US?

    A tariff’s impact on enterprises can extend beyond direct effects to encompass indirect impacts through supply chain disruptions, shifts in international trade flows affecting procurement and distribution networks, or changes to pre-existing business relationships.

    BizAdapt can support companies that are impacted directly or indirectly by tariffs, subject to meeting the other eligibility criteria and providing the required supporting documents during the application process.

    Companies without direct US export activities or operational presence may still qualify for grant support if they experience indirect impact through supply chain disruptions or reconfigured international trade flows. Companies should ensure they meet the eligibility criteria that are listed on EnterpriseSG’s website before applying for BizAdapt.

  • Can companies apply for both BizAdapt and other grants such as Market Readiness Assistance (MRA) concurrently?

    Yes, companies can apply for the BizAdapt and other schemes concurrently, provided that the applications are not for the same scope of work/services/activities. The BizAdapt grant complements existing schemes. For example, enterprises can tap the Market Readiness Assistance Grant and Enterprise Financing Scheme, which continue to support businesses in entering new markets through overseas market promotion, set-up and development, and accessing financing to further support their growth needs.

  • Can non-profit organisations apply for BizAdapt?

    BizAdapt only supports for-profit Singapore-registered business entities. Applications from entities such as non-profit organisations, societies, religious entities, venture capital companies, investment holding companies or government subsidiaries will be rejected.

  • Can a newly registered company apply for BizAdapt?

    Newly registered companies with less than one year of operations may apply for BizAdapt, provided companies meet the eligibility criteria and can submit the required supporting documents. To facilitate the assessment, please upload the updated certified management accounts, starting from the date of incorporation.

  • Can companies engage a related associate as the third-part consultant / vendor?

    To ensure that there is no conflict of interest (COI), applicants should not have any relationship, connection, association, or dealings with their appointed third-party consultant or vendor, directly or indirectly via persons of authorities such as directors or shareholders.

    The application will be rejected if there is COI detected between the applicant and their third-party consultant or vendor.

  • When can a company commence their project?

    Companies may proceed to sign contracts with a third-party consultant or vendor only after application submission. Project commencement and completion dates must align with the project support period stipulated on the Business Grants Portal. Companies should take note that the final grant support is subjected to EnterpriseSG’s review and will be communicated to applicants upon approval.

  • When is an application considered retrospective?

    Companies should note that retrospective applications will not be supported. An application is deemed retrospective if any of the following scenarios occurred before submission, and EnterpriseSG reserves the right to reject the application.

    • Making a payment to the third-party consultant or vendor including initial deposits, down payments, advance payments etc, OR
    • Signing contractual agreements or purchase orders with the third-party consultant / vendor, OR
    • Commencing project activities with the third-party consultant / vendor
  • What other circumstances will result in BizAdapt application rejection?

    The following list is non-exhaustive:

    • A company which does not meet the eligibility criteria
    • A company holding a shell business registration or having its main business operations outside Singapore
    • A company submitting a retrospective application

Supportable Activities

  • Can you elaborate on the cost components supported under Reconfiguration? What qualifies as Reconfiguration Support?

    Supply chain reconfiguration activities typically necessitate specific operational adjustments, for instance:

    1. Companies may need to relocate equipment to other countries, thereby incurring logistical expenses.
    2. Companies may need to secure temporary storage to house inventory during the transitional period, thereby incurring holding costs.

    These expenses are direct consequences of the reconfiguration process required to adapt operations in response to tariff impacts.

    Reconfiguration support under BizAdapt covers inventory holding and logistics involved in restructuring manufacturing operations only. Other costs, such as purchase of equipment, factory rental and salary costs will not be supported by the grant.

  • Can a manufacturing company that needs to relocate its manufacturing operations or set up new manufacturing operations in a different market access BizAdapt?

    Yes. However, to qualify for reconfiguration support under BizAdapt, companies need to:

    • Have at least 30% local shareholding
    • Export to and/or have operations in overseas markets, and be impacted by tariffs; and
    • Have local or overseas manufacturing operations requiring reconfiguration support*

    Companies will also need to demonstrate how they have been impacted by tariffs and elaborate on what reconfiguration is required as a result of the tariffs. For example, the manufacturing company needs to relocate its manufacturing operations to another market with lower tariffs.

  • Can companies with outsourced manufacturing partners apply for Reconfiguration Support on behalf of their partners?

    No, but the applicant company’s name or brand should be clearly displayed on the booth and exhibitor listing. The brand may be represented by the applicant company (e.g., as an exclusive distributor) or owned by the applicant company through intellectual property rights.

    Additionally, the overseas trade show should be an international trade fair where companies showcase their products and services primarily to trade visitors. These fairs must have international exhibitors and visitors.

  • Can companies receive support for implementing solutions directly, without engaging advisory services? (For example, purchasing supply chain management software directly instead of hiring consultants for advisory services?)

    BizAdapt only supports the following business activities:

    1. FTA & Trade Compliance Advisory
    2. Legal & Contractual Advisory
    3. Supply Chain Optimization and/or Market Diversification Advisory
    4. Reconfiguration Costs

    BizAdapt complements other existing EnterpriseSG schemes in supporting companies’ business growth and transformation. Companies may wish to explore other grant schemes which may be more appropriate for their needs. Companies who are unsure which grants to tap on may reach out to business advisors from the SME Centres to find out more.

  • Can companies receive support for in-house activities such as factory visits and supplier validation conducted by their procurement teams?

    No, BizAdapt does not provide support for in-house activities.

  • Can companies receive support for activities such as identifying new distributors, suppliers, partners?

    Yes. As part of advisory support under activity 3 – Supply Chain Optimisation and/or Market Diversification, companies may engage whitelisted partners to identify new distributors, suppliers and partners as part of their overall planning and implementation of supply chain or market expansion strategies.

  • What if companies already have manufactured goods on hand and want to apply for BizAdapt to subsidise their existing inventory holding fees?

    To qualify for reconfiguration support, companies must conduct actual reconfiguration or restructuring. For example, a company needs to move its warehouse from Country A to Country B to avoid the higher tariffs imposed by the US on Country A. In doing so, the company needs to incur logistics fees to shift its inventory and inventory holding costs in the new warehouse in Country B. The company may apply for reconfiguration support under BizAdapt for these specific costs.

  • Are costs for training manufacturing staff on new processes or equipment during reconfiguration covered?

    Training costs are not supportable under the Business Adaptation Grant. Companies may wish to explore other relevant Enterprise Singapore schemes based on the overall project intent and company needs.

  • Is BizAdapt available to companies who are pure distributors?

    Distribution companies may access grant support under activities 1 to 3, FTA and Trade Compliance Advisory, Legal and Contractual Advisory and Supply Chain Optimisation and/or Market Diversification Advisory if they meet the eligibility criteria.

    Reconfiguration support is only available to companies with manufacturing operations, either locally or overseas. Distributors without manufacturing operations are not eligible for reconfiguration support, under activity 4.

  • If I am not affected by tariffs but still need support under FTA & Trade Compliance, do I apply for BizAdapt?

    Yes, FTA & Trade Compliance will be supported under BizAdapt instead of the Market Readiness Assistance Grant (MRA) from 7 October 2025 onwards. Companies who are not impacted by tariffs may still access BizAdapt for FTA & Trade Compliance advisory.

  • What expenses are not supported under BizAdapt?

    Please note that the cost items below are not exhaustive:

    FTA and Trade Compliance

    • Implementation costs of new systems or software
    • Staff training or certification programmes
    • Travel expenses for trade missions or meetings
    • Actual tariff payments or duties

    Legal and Contractual Advisory

    • Court litigation fees and related expenses
    • Staff legal training programmes
    • Ongoing legal retainer fees
    • Insurance

    Supply Chain Optimization and Market Diversification

    • Staff hiring or training expenses
    • Marketing and promotional activities for new markets
    • Capital expenditure for new facilities
    • Ongoing operational costs

    Reconfiguration

    • Equipment purchases or lease costs
    • Facility renovation or construction expenses
    • Staff relocation or retrenchment costs
    • Technology upgrades or new system installations
    • Production line modifications or machinery costs

Business Grants Portal and Corppass

  • What is the Business Grants Portal?
    The Business Grants Portal (BGP) is a one-stop portal for businesses to apply for government grants. This paperless system allows entities to find the grants they need with ease, enjoy a convenient form completion process, and reduce the time spent on the application.

    If the company has yet to register for a Corppass Administrator account, please visit www.corppass.gov.sg. After successful registration, users need to be assigned the e-Service access to the BGP in order to submit their grant application.

  • Who should I contact for technical enquiries about the Business Grants Portal?

    Operating hours are from 8:30 am to 5:30 pm (Mondays to Fridays).

  • Who should I contact if I have questions on Corppass Registration?

    You may call the Corppass Helpdesk at +65 6643 0577 or email them at support@corppass.gov.sg.

    Operating hours are from 8:00 am to 8:00 pm (Mondays to Fridays) and from 8:00 am to 2:00 pm (Saturdays). Closed on Sundays and Public Holidays.

  • My company is exempted from having our accounts audited. What documents should we upload under the BGP’s Company Profile?

    You may choose to upload unaudited financial statements or certified management accounts, if audited statements are unavailable.

    If the company is newly registered and a full year’s financial statements are not available, you may provide unaudited financial statements or certified management accounts for the year-to-date.

  • What happens if the personnel handling the company’s grant application leaves the company? Can another staff submit the application on his/her behalf?

    Any personnel assigned as a BGP user in the company and given a Preparer or Acceptor role by the company’s Corppass Administrator can edit and submit the grant application. Contact details of the new user should be updated on BGP.

  • What happens if the CEO/MD who is authorised to accept the Letter of Offer (LOF) leaves the company? How does the applicant update the BGP and Corppass?

    Under the e-Service section on BGP, the company’s Corppass Administrator should assign an Acceptor role to the new CEO/MD. This enables him/her to accept the LOF.

    If the grant has not been approved, the Corppass Administrator can update the LOF addressee in the grant application form.

    If the grant has been approved and the LOF has been issued, no amendment to the addressee can be made.

  • How can applicants change their Corppass roles to accept the Letter of Offer?

    The applicant company’s Corppass Admin would need to add in the “MTI – Business Grants Portal (BGP)” digital service:

    1. Login at www.corppass.gov.sg
    2. Go to "e-Services" > "Select Entity e-Services"
    3. Type “bgp” in the search bar to the right (next to "filter")
    4. Tick the box on the left of “BGP”, then press "Next"
      • If there is no checkbox to tick, you may skip ahead to Step 7 below.
    5. Press "Next" and "Submit"
    6. Press "Return to Homepage"
      • After adding BGP for the company, the Admin would then need to assign it to the relevant staff.
    7. Go to "e-Services" > "Assign selected e-Services"
    8. Tick the box next to the relevant staff’s name and press "Next".
    9. Type “bgp” in the search bar to the right (next to "filter")
    10. Tick the box on the left of “BGP”, then press "Next"
      • Select the “Acceptor” role.
      • “Authorization Effective Date” can be today
      • “Authorization Expiry Date” can be left blank
    11. Press "Next" and "Submit"
      • If you are unsure of who your Admin is, you may use your SingPass to check on the identities of your entity’s Corppass Admins and Sub-Admins
    12. Go to www.corppass.gov.sg
    13. Click on "Services" > "Find Your Corppass Admin"
    14. Login to SingPass
    15. Enter the company’s UEN
    16. Press "Search" (the respective admins’ names will be displayed)

  • Can a company request other parties such as vendors/service providers/corporate secretaries or any other third party to submit the MRA applications, change requests, claims, on their behalf?

    All submissions in the portal must be made by the Grant Applicant/Company through its authorised employees/staff (i.e. users). Submissions must not be made by vendors, service providers, or any other third party, on behalf of the Company.


Change Requests

  • What constitutes a change request, and when should companies submit one?

    A change request should be submitted when there are modifications to the approved parameters after grant approval. Common change request scenarios include:

    • Extending the project completion date due to unforeseen delays
    • Modifying the project scope to include additional activities or exclude certain components
    • Changing the appointed third-party consultant or vendor
    • Adjusting the project budget or cost breakdown
    • Altering project deliverables or milestones

    All change requests must be submitted through the Business Grants Portal before the original project end date and are subject to EnterpriseSG’s assessment and approval. Companies should provide detailed justifications for the requested changes and any supporting documentation.

    Major changes to project scope may require a resubmission of a new application rather than a change request.

  • What if a company cannot complete the project within approved qualifying period (QP) or submit the claims within the stipulated deadline?

    The maximum support period for BizAdapt is 24 months, and companies have a maximum of 3 months to submit claims upon completion of the project. Companies with valid reasons may request for an extension from EnterpriseSG via BGP before the project end date by submitting Change Request. The request will be subject to approval.

  • What if a company wants to change the consultant/vendor (i.e., obtain new quotation/proposal) after application has been approved? 

    If payment has not been made and project has not commenced, companies should submit a new application on BGP for assessment and cancel the existing approved project.

    If project is ongoing, companies should submit a change request on BGP under “Change in project costs” for assessment, including a quote from the new vendor before the project end date. The change request will be subject to approval.


Claims

  • Why is there a need to engage an auditor?

    The Auditor’s Report allows for a smoother review of claims. The responsibility of the auditor is to verify and confirm the amounts shown on the Statement of Claim are in accordance with the provisions of the Letter of Offer. The Auditor’s Report and Statement of Claim will be issued upon completion of verification of Qualifying Costs.

  • When do companies need to submit claims? 

    Claims must reach EnterpriseSG no later than 3 months from the end of the project qualifying period, failing which EnterpriseSG reserves the right to refuse payment. Please note that completeness of submissions would help to ensure efficient processing of the claims.

  • What are the contact details of Enterprise Singapore-appointed auditors?

    Upon approval of the BizAdapt grant, please refer to paragraph 8 of the Letter of Offer in the Business Grants Portal.

  • Is inter-billing and/or cost sharing between related companies of the applicant company allowed?

    As all payments should be incurred and paid for by applicant, during audit, auditors will verify supportable costs based on the principle that there are sufficient supporting documents to show that all payments had been duly made as required.

    If the applicant does not incur expenses directly but assigns its overseas entity to execute and pay for the expenses, inter-billing can be used to transfer expenses back to the Singapore applicant.

  • Can a company claim for additional expenses which would only be billed by the third-party consultant/vendor after the activity is completed?

    BizAdapt only accepts only a single and final claim. All qualifying costs will be based on the quotation submitted during application stage. The approved quantum is final, and additional claims are not allowed.

  • Can BizAdapt be provided on a cash advancement basis?

    No. BizAdapt is administered on a reimbursement basis to ensure that the grants are strictly utilized for the approved project.

  • How will I be notified of the claims disbursement?
    An email will be sent to the email address stated in the Business Grants Portal to confirm the transaction.
